Collector, Bro, Rockstar !! : The Hindu Business Line

A Kozhikode officer gets a Kerala town shipshape, one FB post at a time

KOZHIKODE: In February, N Prasanth took charge as Kozhikode’s new collector. Local newspapers gave an overview of his first day at work. As is wont, the staff had gathered outside to receive him. The 35-year-old IAS officer (2007 batch) walked in wearing casual denims, checked shirt and sunglasses. The glasses stayed as he greeted the staff, walked to his chamber, shook hands with his chuffed parents, attended work and met the press.

Nothing tickles the archetypal Malayali as much as the chance to taunt; and perceived arrogance is a collective pet peeve. Ahankaram (arrogance) may be the polished term, but real joy is in the earthy and colloquial jaada, a potent idea that sums anyone up in a single stroke. Wear sunglasses at public functions, and jaada is on its way.

Just when jaada was itching to pop up, the collector said, “Excuse the glasses, I have pink eye.” Quizzical brows instantly straightened. That deft and astute awareness of his milieu has come handy in Prasanth’s first posting as collector, particularly when handling the entourage of opinionated, immensely aware followers on his official Facebook page. In seven months, Collector, Kozhikode, has become one of the most popular district administration pages on FB. With 1,38,613 followers at last count, what sets the page apart is the collector’s proactive presence. Welfare schemes and other announcements and initiatives appear here, with detailed notes from the top man himself. He responds to queries. Though a team handles the backend work, his is the final word. “I do it personally,” he says on the phone from Kozhikode.

Among the last administrations in the State to have an FB presence, Kozhikode made up for lost time quickly. The collector keeps the space casual yet efficient. “The more we responded to people, the more popular it became. Kozhikode is not your conventional IT destination, but the exposure to social media is immense,” he says.

Prasanth doesn’t speak from a pulpit. A movie buff, his posts are sprinkled with film dialogues and repartee. When impish followers go overboard, his gentle “Nadesha…kollanda” (Nadesha, don’t kill — a dialogue from Ravanaprabhu) reins them in smoothly. The Kozhikode slang too slips in to build bonhomie. He is lavish with his ‘bhais’, and followers get back with ‘bro’, ‘rockstar’ and ‘new-gen collector’. “It is a level playing ground. The apt language for social media is an informal one; humour helps and smilies work. We do not delete any comments, except if they are communally sensitive,” says Prasanth.

His staff gamely manages the flood of opinions online. Even a playful post stating there won’t be any messages that day are liked by 8,000 and shared over 200 times. Despite the traffic, what is striking is the relative absence of vitriol. They poke fun at him, but in good humour. In fact, the page is now a site of tug-of-war. Followers from other districts are making an open pitch for him. Someone from Idukki lures him with the promise of kappa-meen (tapioca and fish), another doesn’t mind using black magic if that can get him Prasanth as Kannur’s collector, a third wonders if he can clone Prasanth 13 times for distribution across Kerala. The collector has inspired at least three fan pages and a cover picture has him flying over Kozhikode beach in Superman costume. “It is embarrassing,” he chuckles.

What has apparently worked with the people is the channel of communication he has opened. He has brought down walls, and the page serves as a feedback forum. When he wanted an app to check speeding buses, models flew in from techies within minutes. However, it’s his social initiatives that have won people over.

A flagship is Operation Sulaimani, aimed at making the city hunger-free. Centres distribute food coupons, which can be exchanged for a free meal at the over 100 restaurants that are part of the initiative. “We didn’t want names that smack of typical government projects,” says Prasanth. ‘Sulaimani’, a straightforward brew of tea, lemon and spices — vintage Kozhikode stuff, fit the bill. Film Ustad Hotel had already popularised it as a concoction of warmth, love and hospitality. It didn’t take long for the crowd-funded, volunteer-driven Operation Sulaimani to click. “The project has stabilised and we are extending it beyond the city. A Middle East-based businessman offered us ₹1.25 crore. We politely declined. We don’t require that kind of money. It is sustained by small amounts.”

In fact, money is not the concern in the projects under Compassionate Kozhikode; rather, participation is. On FB, there are calls for volunteers for the pain and palliative centre, welfare homes and hospitals. The administration encourages donation of material. A Rubik’s cube for the children’s home, a water purifier for the men’s home — requirements are meticulously uploaded on the Compassionate Kozhikode website. “Money is not the issue. It is about giving your time. What you get by visiting these places, money transfer can never get you,” says Prasanth.

This appeals to Hema Idhayan, a Bengaluru resident hailing from Kozhikode. She follows the collector’s initiatives on FB. “It says a lot when you are not taking money from people,” she says. The response from the people has energised her and she is contemplating going back. “Even if the collector goes, I am sure the initiatives will stay.” What appeals to another follower, a retired professor, is the secular space the page has become. She recalls how the page went into a tizzy when a local politician picked on the collector’s fetish for social media. To Prasanth, FB is part of shrinking red-tapism. “The other day, someone came with a grievance. He had posted the matter on FB that morning. We realised the issue had been settled already,” he says.

So when does the collector respond to the FB queries? “When I am travelling or sitting through a boring welcome speech. It is about putting your time to good use. And addressing public grievance is my work.”

Food vendors on Kozhikode beach come under scanner: The Times of India

KOZHIKODE: After conducting a cleaning drive at the beach on the Gandhi Jayanthi with participation from the public, district administration is exploring ways to keep the cleanliness of the area intact.

A large number of students and volunteers of various organizations had taken part in the cleaning drive. Similar attempts were made in the past too, but beach remained dirty after a few days of cleaning.

District administration has sought the opinion of the experts on maintaining the cleanliness of the beach because more sustained efforts are needed to keep the beach beautiful. "Unlike other places in the city, beach needs scientific ways to keep it clean," district collector N Prasanth said.

A major concern for the people who throng the beach on holidays is the quality of the food served at the make-shift eateries that have sprouted along the beach. During the cleaning drive on October 2, officials have come across many eateries that sell unhygienic food sold at these shops. Food safety authorities have banned the sale of crushed ice sold on the beach as it is found out that these items are made in unhygienic conditions and have added chemicals.

Shockingly, many of the food items sold at the beach were preserved for weeks. Officials have asked the vendors to remove the ice boxes immediately and install new refrigerators. The fruits and vegetables found the ice boxes have been destroyed by the squad. The vendors have been asked to keep the outlets clean. The search was conducted by the officials following a direction from the collector.

Food safety officials said that awareness classes were conducted for the street vendors at the beach. Many have been paying scant regard to the directions issued from to time. Officials have warned that strict action will be initiated against offenders and regular raids will be conducted at the eateries on the beach. The collector has also asked the city corporation authorities to take steps to issue license to the vendors on the beach. As there is no licensing system it is very difficult for the authorities to find out the culprit in case of health hazards.

District collector N Prasanth told TOI that students of the IIM-K have been asked to prepare a project report on the sustainable model of the beach cleaning. "The idea is to divide the beach into different segments and entrust each area to some sponsor, which would be a corporate or an institution," said the collector.

Bus Numbering System comes in to effect: The Hindu

KOZHIKODE:Minister for Social Justice and Panchayats M.K. Muneer on Saturday inaugurated the Unique Numbering System in buses in Kozhikode. Dr. Muneer flagged off the first numbered bus. He announced that all buses in the district would have numbers by November 1, which is ‘Keralappiravi Day.’

District Collector N. Prashanth, who presided over the inaugural function, said a good public transport system was a sign of a city’s development. It should be so efficient that even people who are used to their own vehicles would be tempted to use public transport. Information boards were distributed to bus owners on the occasion. Commuters were given travel guide.

Migrant labourers, numbering about 50,000, mainly from West Bengal, Bihar and Odisha, would benefit most from the system, which has been implemented successfully in most cosmopolitan cities.

Tourists will also find the system beneficial.

Besides, the elderly who find it difficult to read the boards will find it easier now as the numbers are bold and bigger than the usual inscriptions on bus boards.

The number will be preceded by ‘K’, code for Kozhikode written in white on a red circle, so that it is visible from far. The bus numbers and routes will be exhibited in charts at every bus stop.

The system has been introduced following long-standing demand of the residents’ associations in the district.

A chance to be compassionate to fellow human beings: The Hindu

Compassionate Kozhikode project launched on Saturday:

Compassionate Kozhikode, a project of the Kozhikode District Administration to link the compassionate people of the district with the needy, kicked off on Saturday.

Launching the website of the project, Minister for Social Justice and Panchayats M.K.Muneer said that the project will be extended all over the State under the title Compassionate Kerala as a pilot project.

The Compassionate Kozhikode programme aims to divert the compassion in every person towards the lesser privileged.

Under the project, those who are interested to help shall take their services to different sections of society like patients, elderly, differently abled and handicapped besides institutions like orphanages, old age homes and mental health centres.

A list of articles needed at each place will be published in the website. Interested people can take these articles to the said place without the interference of middle men.

Donations:

Necessities like toys, books, beds, pillows, wheelchairs or music instruments besides fridges or even vehicles could be donated to the needy under the scheme.

Besides, professionals like doctors could render their services as well. The website www.compassionatekozhikode.in provides information on what all is needed and where, from which the public could choose the service they are to provide depending upon the skills and capability of each person.

Any body willing to spend their money, skills and time on those who need it, shall make use of the website.

A salient feature of the project is that there is no money involved at any stage.

All dealings are directly between the donor and the needy.

Special attention will be taken not to hurt the feelings of the lesser privileged people who accept free services out of desperation. The charitable activities will be kept a private affair.

District Collector N.Prashanth, the brain behind the project said that attracting the younger generation towards charity was also an aim of the project.

Mayor A.K.Premajam presided over the function. Chief Advisor of the Chief Minister L.Radhakrishnan, Sub Judge R.L.Baiju, Additional District Magistrate T.Janil Kumar, Senior Superintendent of the Balika Sadanam V.Pushpa and District Child Protection Officer Sheeba Mumtaz were present.

Minister launches first phase of Unique numbering system for buses: The Times of India

KOZHIKODE: Social justice minister M K Muneer launched the first phase of the unique numbering system for buses in the district on Saturday. An alphanumeric system inside the red circle on the sides of destination names displayed on the board will be introduced to eliminate the linguistic barriers in identifying bus routes.

M K Muneer inaugurated the scheme by flagging off a private bus (plying on the Chelavoor to Mananchira route) by providing an alphanumeric board K1 to the bus owner at a function held at Nadakkavu cross road. A team led by Dr Faisal, head of the department of management studies, Kannur University developed the project for the district administration to provide unique bus numbers to different routes after conducting a survey.

Presiding over the function at the District Bus Operators Association hall, district collector N Prasanth said that best transportation facility is the sign of city development. Numbering System for Buses to Help Passengers: The New Indian Express

KOZHIKODE: To help the city dwellers here, especially the non-Keralite residents, the district administration has launched on Saturday a numbering system for the buses. With the Unique Numbering System for Bus Routes (UNSBR), introduced for the city buses,  travellers can easily identify the buses and their routes. Migrant labourers mainly from West Bengal, Gujarat, Karnataka, Jharkhand, Bihar, Tamil Nadu and Uttaranchal are expected to make use of it.

Social Welfare Minister M K Muneer inaugurated the programme. The system will help the elderly also to identify the bus with the USBNR. Nearly 100 buses plying in the city have been issued UNSBR numbers.

“This will be of great use for the city commuters. We have given time until November 1 for the bus owners to put the number signs on their buses. As many as 100 of them have been covered under the project in the first phase,” said Kozhikode RTO.

Kozhikode: A city of compassion : Times of India

KOZHIKODE: The fabled City of Truth, which once whole-heartedly received the Arabs, the Portuguese, the Dutch and the British, is all set to become the City of Compassion. A project has taken shape under the stewardship of district collector N Prasanth that embodies the true spirit of the people of Kozhikode, who are well-known for their kind-heartedness.  Compassionate Kozhikode is a project evolved by the district administration to help institutions like mental health centre, children's home, old age homes and palliative care centres.

"The idea originated from the realisation that there are people in Kozhikode who are willing to give and there are many who really need help. We acted only as a facilitator. It is the culmination of several brainstorming sessions by a group of dedicated persons," said the collector.  Those who wish to donate can visit the website compassionatekozhikode.in and select the institutions they will to associate with. The website will provide the details of the requirements of each institutions. The donor can select from the list and post his readiness in the space provided in the website.

"We will not take money and therefore there are no bank accounts. Those who wish to donate articles such as coat, wheel-chair, vehicles or refrigerator can directly provide them to the institutions concerned," said Prasanth.  As this is an expression of compassion there is no scope for publicity. "We need to protect the dignity of the receiver. Charity should be discrete, so we strictly discourage the usual practice of photographing the donor with the receiver," the Collector said.

Those who are willing can either donate articles or offer his or her service as a by-stander, yoga trainer, music therapist, vocational trainer or occupational therapist.  City Mayor A K Premajam said the project reflects the true nature of the people of Kozhikode, who are known for their hospitality.
"Kozhikode was once known as the city of truth and people here have preserved their goodness of heart," she said.

Compassionate Kozhikode encompass all the similar projects launched in the past six months. Operation Sulaimani that aims to provide free food for those who stranded in the city without money has already become a hit. District Collector's Internship Programme (DCIP) gives field training to the youngsters on the implementation of various government schemes. Students from various places on the country have already undergone training under non-paid internship programme.

Collector with 'heart' launches Compassionate Kozhikode project: Punekar News

Kozhikode, Kerala, October 3, 2015: N Prasanth, the district collector & district magistrate of Kozhikode district in Kerala, on Saturday launched yet another social project called ‘Compassionate Kozhikode’ or CK, which aims to “generate and nurture the spirit of compassion in individuals”.

CK is founded on a firm faith in the innate goodness in each one of us. Compassionate Kozhikode believes that most of the human beings are basically compassionate and capable of expressing it when opportunities are made visible.

“Some of these featured initiatives we hope will be a tipping point for building a compassionate destination out of Kozhikode.Compassionate Kozhikode is an attempt to trigger and develop the spirit of compassion in individuals. Though a lot of marginalised people benefit from the various projects on the CK platform, the main beneficiaries are people who get exposed to realities of real life through these projects. We believe that transformation and unleashing the feeling of empathy through involvement in CK projects will result in compassionate attitudes and lifelong commitments,” said Prasanth during the inauguration program at Girls Home in Vellimadukunnu, a suburb in Kozhikode which was earlier known as Calicut.

Since taking over charge of Kozhikode district administration head six months back, Prasanth has taken a plethora of initiatives in partnership with civil society, Government agencies and most importantly citizens who are volunteering to create an authentic and inspirational destination for them to live and invite people to visit and be part of the experiences.

All the projects are crowd funded. CK does not collect money for the projects. Contributors are directly linked to beneficiaries. Compassionate Kozhikode is collectively owned by the people of Kozhikode. The platform is facilitated by the district administration, Kozhikode.

Prasanth often posts his views on Facebook (Collector Kozhikode page which has 129,415 likes as per last count) and replies to comments by people. On Friday, he again took to Facebook to announce CK and also narrated an incident. "After having cleared his UPSC exams, Akshan was to join his posting in New Delhi. A week before that, he travelled from his village in Odisha to Kozhikode to meet Gopi Saab, whom he had never met, but have heard about a thousand times. As he would say, he travelled three days in the train “just to meet him, sit in his presence for a while and seek his blessings” as his mother would have loved him to do so. Several years ago, during an Indian Railway posting in Odisha, our Gopiettan had taken care of the educational expenses of some of the girl children including that of this boy’s mother. She had no father, and her mother was a sex worker living in an impoverished tribal hamlet. His financial support continued even after he went on to another posting in Gujarat until she graduated. That single thoughtful act of compassion opened up her world, took her to the University where she met her future husband and found a well paid job together. Akshan is first of the couple’s children. Compassionate Kozhikode is a platform designed to connect such people. The one who is in need and the one who has the compassion to be part of their journey,” Prasanth stated the purpose of Compassionate Kozhikode.

WHAT IS COMPASSIONATE KOZHIKODE ?

Compassionate Kozhikode is a simple, yet powerful voice to reach out to the voiceless. It enables the citizens of Kozhikode to understand each others’ lives, share their stories and lend a helping hand to those in need. An endeavour by the district administration of Kozhikode, it encompasses a multitude of projects like renovation of the Mental Health Centre in Kuthiravattom, expanding the scope of Palliative Care Institute, Infrastructure development for the differently-abled and Physically Challenged individuals, adequate facilities for care of senior citizens, rehabilitation of the affected  lot, Clean and Green Kozhikode City…and much more in consultation with the active civil society of Kozhikode. The District Collector’s Internship Programme (DCIP)— a unique opportunity to work closely with the district administration—brings in a versatile pool of talent in pursuit of service. DCIP would aid in innovating solutions for the challenges faced by the disadvantaged sections of our society.

Compassionate Kozhikode aims at building a bright generation of compassionate citizenry and, nurture empathetic leaders for the nation. Kozhikode over the years has captured the imagination of the public when it comes to its warmth, hospitality and compassion. An often highlighted example of a Kozhikodan characteristic is the typical auto driver story we constantly hear. He/ She is known for his/ her honesty and service mind. They are famously known to advice you as a passenger to take a public bus because it’s one tenth of the price and the bus frequency is better. We have seen wonderful Students in Palliative Care movement by socially responsible youngsters.

Compassionate Kozhikode is a platform to celebrate such people and to bring together like minded people to create a holistic destination out of Kozhikode.

An initiative that is literally designed to create a better place out of Kozhikode for people to live and for people to visit. The fact that Kozhikode became the incubator for worlds first attempt in community based Palliative Care resulting in pioneering a base of more than fifty thousand selfless volunteers representing more than 1500 home based units caring for more than a 100000 terminally ill and incurably ill patients.

What’s it that clicks in Kozhikode ? What’s bringing them the sense of togetherness? It’s this exploration that lead to facilitating a platform called #CompassionateKozhikode. In the same Kozhikode we have seen political murders, communal conflicts, nasty property disputes, parents left behind to mend for themselves, all of which could have been avoided with a little bit of ‘Mohabeth’ as one of the popular movie character says in the movie, ‘Ustad Hotel’.

Compassionate Kozhikode is all about that attitude,” Prasanth believes.

About N Prasanth:

Prasanth is a civil servant and member of the coveted Indian Administrative Service (IAS). He now serves as the head of Kozhikode district administration in the Government of Kerala.

Born in Thalassery in Kannur district of Kerala, Prasanth grew up in Thiruvananthapuram, where he did his schooling and college. He graduated in Law from the University of Kerala.

In 2007, he was selected to the Indian Administrative Service (4th rank all-India) and borne on the Kerala cadre.

His other very popular initiatives include

1) Operation Sulaimani – Food with Dignity
Sulaimani originally is a rare blend of tea, lime and warmth. Operation Sulaimani ensures no one in Kozhikode is denied food on account of an empty or even lost wallet. You have the right to food without answering a series of questions in a queue. There are more than 25 ‘Sulaimani’ Distribution centres in 14 zones of Kozhikode district that one can access in need. The coupons from here can be exchanged for a good meal in more than 100 restaurants in the district now. This initiative is run in partnership with and hotel and restaurants association and public support.

2) Savari Giri Giri – Travel With Dignity

It is a normal scene across Kerala where you could see students going to schools and colleges standing in long queue, mostly ignored and harassed by private buses. They are not allowed inside the bus before ‘adult’ tickets are engaged, they are often mistreated and shouted. Many of them don’t even reach school on time as they ‘missed their
bus’ and for those who reached the school, the experiences of often nasty interaction with the bus staff leaves a bad taste and humiliation.

It’s in this context Savari giri giri was launched to bring dignity to such passengers while studying the reasons behind such behaviour from the bus operators. As per rules, school and college goers get concession in buses. As most of the bus services are operated by Private players they see the students only as ‘numbers’ that incur losses to them. From their perspective, any student getting on to the bus is a missed opportunity to have accommodated an adult on full fare. Now students can travel like a VIP in the bus as the ‘opportunity cost’ is taken care through SavariGiri. They will soon be given smart cards that allow them to travel hassle free across the district.
