KOZHIKODE: Prasanth Nair, the Kozhikode District Collector, is well known for his active presence on social media. With more than one lakh followers on Facebook, this government official makes sure that residents get a chance to interact with him whenever they want. He also conducts many campaigns to solve various local issues.

“Thank you 1,00,000 compassionate hearts,” says the cover image of a Facebook page called ‘Collector, Kozhikode‘. It is page which is personally handled by Prasanth Nair, the collector who heads the Kozhikode district administration in Kerala.
He has more than one lakh followers, and the page is full of recent updates, and numerous interactions.

It is one of the very few social media pages of government officials where all the comments are answered. Issues are discussed here, campaigns are conducted and a lot of activity keeps taking place almost every day.

In spite of being criticized several times by politicians for his highly visible presence on social media, this government official has no plans to stop. He represents those administrators who want to reach out and remain connected with as many people as possible in this digitised world.

The page helps him solve many problems for the people of Kozhikode as well. It is full of photographs of campaigns asking people to take action in many different ways. One will also find people writing about their complaints and the issues they face in their residential areas. And the best part is that all queries, suggestions and comments are answered without fail, by Prasanth.
One of the very famous campaigns on his page is called ‘Operation Sulaimani’, which was started with the aim of addressing the issue of hunger in urban areas.

Through this project, he offers Sulaimani Coupons to people in the city who cannot afford a meal for various reasons. This could be anyone, people who are poor, or a traveller who suddenly finds that he/she does not have the required money to buy food instantly. These coupons are taken into consideration by a large number of restaurants in the city and are distributed at outlets run by student volunteers, at shops and government offices, and taluk and village offices. The restaurants which offer food in return for a coupon, get the equivalent money reimbursed from an account maintained by the campaign implementing agency.

He also conducted an online campaign to improve the facilities of Kuthiravattom mental hospital. Other than that, ‘Project 4N’ was an initiative started by him to fix potholes on roads. Then there was a campaign against urinating in public places – the ‘Trimoothri Photo Contest’, where he asked people to send in photographs of people seen urinating. All these campaigns got wide traction on the page.

But all of this has not been easy for the officer. Recently, Kozhikode District Congress Committee (DCC) president K.C. Abu, complained that the collector is spending a lot of time on social media and does not have time to receive phone calls. But Prashant simply says that he on Facebook to talk to the citizens and solve their. He believes that social media platforms are additional places to interact with citizens as much as possible.

“The people are out there in social media, so we need to be there. It’s as simple as that. Pasting notices on the notice boards of the village office is no longer the way to reach out to the public. Social media as a platform makes administration more transparent, seamless, fast, publicly accountable, and ‘informal’,” he told The Indian Express.

Kozhikode collector goes all social, gets more than a few likes for his work: The Indian Express

KOZHIKODE: Prashanth Nair is not your regular kind of district collector. He commands more than one lakh followers on Facebook, addresses each of his young male audience as ‘bro’ and leads innovative crowd-funded campaigns through social media.

Prashanth, who heads the Kozhikode district administration in Kerala, has been criticised by politicians for keeping an active virtual profile, but he has no qualms about it. In a rapidly changing India where smartphones and Internet users multiply by the day, Prashanth represents a new breed of administrators who wants to capitalise on the situation to reach out to more people.

“The people are out there in social media, so we need to be there. It’s as simple as that. Pasting notices on the notice boards of the village office is no longer the way to reach out to the public. Social media as a platform makes administration more transparent, seamless, fast, publicly accountable, and ‘informal’,” says Prashanth, whose earlier posting was as the private secretary to the state home minister. Incidentally, Kozhikode has had its share of collectors who think out of the box, among them Amitabh Kant who is credited with changing the face of the city before initiating the God’s Own Country campaign that put Kerala on top of the global tourist map.

A Facebook page called ‘Collector Kozhikode’, that Prashanth personally handles, has amassed 1,07,000 followers at last count and is replete with photographs of popular and quirky campaigns. It is also flooded with people voicing complaints in their residential areas and at many times, their appreciation for Prashanth’s work. But unlike other pages, no question here goes unanswered. One campaign, headed by Prashanth, that has really taken off in the district is called ‘Operation Sulaimani’. Named after the iconic spiced tea of the region, Operation Sulaimani is a decentralised participatory project to address hunger in urban areas . “Beneficiaries of the project are people who are in the city and cannot afford to buy a meal for whatever reason. This can be a destitute person without any money, a student who lost her lunch box or a traveller who finds that he does not have enough money in his wallet to buy a decent meal. Meal coupons distributed by the project are obliged by a large number of restaurants in the city and the person is treated as any other guest. Multiple outlets operated by student volunteers, shops and government offices offer coupons to any needy person on request. Restaurants offering meals against production of Sulaimani Coupons get the money reimbursed from an account maintained by the implementing agency,” says Prashanth in an e-mailed response. At a time when bureaucrats clash frequently with politicians over control of administration, Prashanth’s stint in Kozhikode is not devoid of controversies. A few months ago, the district chief of the ruling Congress complained that the IAS officer was spending far too much time on social media and does not have time to answer his phone calls. But Prashanth says such controversies prove there is a requirement for e-literacy. “Putting a post on Facebook takes just five minutes. Just because my profile picture keeps smiling at you 24×7, doesn’t mean that I’m sitting there throughout. Secondly, I’m not chatting with my girlfriends. The citizens are communicating with me and getting their problems sorted out through this medium. And finally, Facebook and Twitter are additional media for citizen interface,” says Prashanth, making sure to add that local politicians are reasonable and good at heart. 

Dr Suresh Kumar, founder of Institute of Palliative Medicine and who works with Prashanth on several initiatives, finds him dedicated and open to suggestions. “The thing is no one is forcing him to initiate some of these programmes, but he is taking out time to contribute to a good social commitment,” he said. Kerala may be endowed with high human development indicators and laudable literacy initiatives, but it is sorely lacking in infrastructure building and a push for jobs. A recent ‘Ease of doing business’ survey by the World Bank showed Kerala languishing in the 18th position. Prashanth believes the public must be active stakeholders in the development process. “The public needs to be taken into confidence and strong and credible leadership should own up these initiatives. The public is often faced with a trust deficit issue when it comes to trusting new initiatives. This is where smart and credible social selling becomes relevant,” he said. Asked what his future aspirations are, Prashanth says Kozhikode is his ‘karmabhoomi’ (place of work). “I wish to see a compassionate population in my district, people who care for each other. Our focus should shift from structures and concrete to people,” he said.

Kaushal Kendra for skill devpt opens: The Times Of India

 
KOZHIKODE: The state government will soon implement the placement-linked employment programme that would give 50,000 job opportunities in a year, said labour minister Shibu Baby John. He was speaking after inaugurating a skill development centre, Kaushal Kendra,here on Tuesday. He said this project would ensure employment to the candidates.

"The practice of parents deciding what the students should learn must end. The assessment and career guidance cell at the Kendra will help the candidates to find out the right job," the minister said.

Kaushal Kendra is the second community skill park in Kerala. It is set up as part of renovation activities of the pubic library. The Kendra aims to equipping the youth to meet the challenges of international market. The centre is set up under the Kerala academy of skills excellence spending Rs one crore.

There will be short-term courses in the centre to enable the youth to take up new-generation jobs. Kaushal Kendras will be set up in Palakkad and Kannur soon.

Minister for panchayat and social justice M K Muneer, writer M T Vasudevan Nair, mayor A K Premajam, district collector N Prasanth, ADM T Jenil Kumar, Calicut development authority chairman N C Aboobacker and novelist P Valsala also attended.

A free ride for students, inspired by Savari giri giri: The Hindu

KOZHIKODE: The district administration’s recently launched project, Savari girigiri , aimed at resolving the problems faced by students while travelling by bus to schools, has inspired its first charitable initiative. A group of people from Mathottam in the city, united by the social media platform ‘Whatsapp’ has decided to launch a daily free bus service for students to the city schools.

The group named ‘Mathottam Whatsapp Group’ is a collective of around 100 members, including a few non-resident Indians from Mathottam. This is the first humanitarian undertaking by the group, which has plans to undertake several charitable initiatives in the future, said Subhash Chandra Bose, group convener.

The bus, arranged in collaboration with the Bus Owners’ Association in the district, will start its service from Arakkinar, near Mathottam, at 8.45 a.m. It will pick up students from as many as seven key stops on its way to the city and will end its service at Mananchira.

“Priority would be given to students from Mathottam to Meenchanda on its way to the city,” said Mr. Bose. The return trip will start at 3.50 p.m. from Mananchira and will end at Beypore. Students from any school can make use of the service, said the organisers.

The ‘students-only’ bus will stop slightly away from the regular bus stops to avoid confusion for other passengers.

It will also carry a ‘Students Only’ board, said the district authorities. The group will have to shell out around Rs.1,300 for daily services (to and fro).

“We will make arrangements to pay this amount in advance for a month,” said Mr. Bose. He said the initiative was inspired by the district administration’s recent project Savari girigiri .

District Collector N. Prasanth will inaugurate the service at 8.45 a.m. on September 15.

“We have already made an arrangement with the Bus Owners’ Association to carry out the service and the district administration has offered all support for the venture,” said Mr. Bose.

KOZHIKODE: Passengers can now board the bus without reading the board. In a move to make movement of bus service a more smooth affair, private buses plying in Kozhikode will be displaying numbers. Passengers boarding the buses to destinations like Mananchira, Vellimadukunnu, Medical College, West Hill, Beypore, etc will be welcomed by bus numbers on the route. The district administration has decided that the bus numbers would be allotted depending on the name of the district, like K for Kozhikode. The bus numbers circled in white written on a red background could be viewed even from a distance. This was revealed by the district collector N Prashanth on his Facebook page.
 
The main advantage of displaying number boards on buses is that migrant workers, who are in large numbers in Kozhikode, can easily identify the buses without reading the route. Even aged people and non-Malayalam speaking people will be benefitted by this. Added to this, charts explaining the bus number and the route it plies, will be pasted at all bus stops. Passengers can see the chart and travel to the destination of their choice.
 
Department head of Management Studies of Kannur University Dr Faisal and his team have been entrusted with the task of conducting a study in the district and has completed the initial stages of assigning the numbers. Bus numbers will be allotted to 136 city buses in the first phase. Later, it would be extended to buses starting from Moffusil stand, Palayam stand and KSRTC buses.
 
Kozhikode district collector N Prashanth has convened a meeting with the bus owners to discuss the operation savari girigiri in the city. The new system called 'Unique Numbering System of Bus Routes' (UNSBR) will also launch a mobile application to help identify bus routes.

Bus Route based Unique Numbering System soon in Calicut: Calicut New Media


 A  route-based Unique Numbering System (UNS) will be introduced in buses in Kozhikode district.

The district administration has begun its background work for implementing it.

K is the code referred to Kozhikode district. This is the common code and different numbers will be applied to different routes.

The new system is expected to be helpful for both migrant labourers and foreign tourists,according to the district administration.The number will be written in large fond in red background.It will help passengers to read it in distant places.A chart  will be displayed at each bus stops to show the route details of the buses on the basis of numbers.

Kannur University’s Department of Management Education head Dr.Faisal and team already conduced a survey on this system.

In the first phase of the program,136 city buses will get the unique numbers. Later, buses operating from both the Moffusil bus stand , Palayam and KSRTC  stand will also get the UNS.

'Savari Girigiri' well on course: The Hindu

KOZHIKODE: Bus operators have found an amicable and feasible method to implement ‘Savari Girigiri,’ a project conceived by the district administration to ensure safe travel of students to school and back home by private buses. The scheme will be equally favourable to the students as well as bus operators, said District Collector N. Prasand in a release issued after a meeting with bus operators’ association here on Thursday.

As per the new method, the so-called “deficit” in returns incurred by the bus operators by transporting excess number of students per bus on concession will be distributed among the buses that ply services on a route. The scheme will be implemented with the help of three major associations of bus operators in the district, said Mr. Prasanth, who urged the bus operators, who are not yet part of any organisation, to associate with any one of them immediately for the successful conduct of the project.

The project envisages the students to use pre-paid smart cards to pay their bus charge. Mr. Prasanth said discussions had been held with different banks’ authorities in connection with the distribution of the smart cards.

Film on Mental Hospital inmates goes on floor: The New Indian Express

KOZHIKODE: The life spent by the psychiatric patients within the four walls of the mental hospital will soon hit the screens. Kozhikode District Legal Service Authority is going to bring out a short film on the lives of the inmates who are languishing at Government Mental Health Centre at Kuthiravattam, even after being cured of their illness. The film aims at making the public aware of the rights of these hapless persons.

According to District Legal Service Authority secretary R L Baiju, the film will highlight the plight of psychiatric patients across the state and will demand the society to actively participate in the initiatives, meant to rehabilitate them.

The film was conceptualised in wake of the raw deal meted out to persons with psychiatric problems by the society in general.

“The relatives of the inmates of Government Mental Health Centre are reluctant to take them back to their homes even after they have been completely cured. This is because they lack of awareness about the disease and the problems associated with it. The scenario is not much different all over the state. The society needs people to be more aware about the issue,” R L Baiju said.  

The shooting of the film will begin on September 6. District Judge V Bhaskaran will inaugurate the shoot. District Collector N Prasanth will perform the switch on. The shooting will be held at Government Mental Health Centre at Kuthiravattam, Kozhikode Beach and Guruvayur Temple. Film director Shaan will direct the film. Cine and serial artists will work in the film. The expenses will be met by private participation.

Meanwhile, the authorities are looking towards  completing the works of the master plan for the Mental Health Centre in a time bound manner.

Baiju said that the committee, formed to supervise the renovation and drafting of the master plan, is working on the proposal.

The authorities have received the blue print for the master plan drafted by a team of experts who had visited leading institutes like National Institute of Mental Health and Neurosciences(NIMHANS) in Bangalore.

As per the proposed master plan, new buildings will be constructed. Besides, the authorities are looking to develop the present structure into international standard.

The centre will be equipped with advanced facilities. The present amenities will be upgraded in order to extend proper relief to the inmates.

By installing new lights and lifting the roofs, changes will be brought in the present cell system, where inmates are, at present, left to struggle.

“The master plan is aimed at improving the infrastructural and living standards of inmates and staffs,” Baiju said.
