'Operation Sulaimani' to Tackle Poverty in Kozhikode District" : Indian Express

KOZHIKODE:In an initiative to eradicate poverty from the district, the district administration is all set to implement a project named ‘Operation Sulaimani’ to ensure food for the needy in its jurisdiction. According to district collector N Prasanth, the project will be implemented within a week.

 “Though there are many organisations including NGOs and charity bodies ready to upply free food in the districts, there are a  still a section of people struggling to get food. This factor prompted us to think about a project like this,” the collector told ‘Express’.

Operation Sulaimani is being implemented in association with the state Hotel and Restaurants Association. “Following the implementation of the project, the needy will get food free of cost. They will get food from selected restaurants in the district in each locality. Instead of payment, the customers have to give coupons distributed by the district administration. The coupons will be distributed through the counters to be opened in the collectorate, village office and Taluk offices,” Prasanth said.

According to the Collector, with the implementation of the new project, they plan to avoid food wastage in the district.

“It is found that  here is a practice of wasting food in connection with the free food distribution campaigns of certain organisations. A big share of food arranged for such campaigns is often found dumped along with other waste materials. Another sad thing is that the eligible persons often do not get the benefit of this scheme as many who can afford to buy food grab these free packs,’’ he said.

He said that the district administration would maintain a register book to enter the details of people who approach them for the food coupons.

“We will note down the name and address of the people who buys the coupon. We will take necessary steps to avoid the people  who regularly come for free food even though they have  proper income as we are targeting the poor people in the district,” he said

The boozers will  also be kept away from this project, he added.

As per the initial plan, through the  Operation Sulaimani, around 1,000 people will get food per day. “The price of the food will be covered through sponsorship,” the collector said. He also said that the project is named after Sulaimani as the Kozhikode is famous for food and ‘Sulaimani’ is one of such iconic items of the district.

Kuthiravattam mental health centre may get a facelift soon: The Hindu

KOZHIKODE: The Government Mental Health Centre at Kuthiravattam here will soon get a new look if the comprehensive renovation plans charted with the help of the Social Justice Department materialise. A detailed project report (DPR) for a Rs.20-crore renovation project has been prepared, Minister for Panchayats and Social Justice M.K. Muneer said. “What we are planning is a comprehensive renovation project modelled after the National Institute of Mental Health and Neurosciences (NIMHANS) in Bangalore,” Dr. Muneer said.
 
He said the State government would make available half the total estimated cost, while Rs.10 crore would be raised from the public and various agencies. The overhaul of the centre, the sole mental health hospital under the government sector in the State, has always been among the key promises made by different political parties during elections. “We have taken up that challenge, and we will realise it,” Dr. Muneer said.

He said he had a similar renovation plan for the Juvenile Home under the Department of Social Justice at Vellimadukunnu here. Dr. Muneer said the second edition of Janasabha , conceived by him for the comprehensive development of his Assembly constituency (Kozhikode South), would begin on Saturday.
 
He said that it would be an important forum to listen to people’s needs and grievances and find solutions to them. “Janasabha aims at finding proper solutions to people’s problems through multiple interventions,” he said.
 
Special medical camps for senior citizens, distribution of welfare scheme benefits under different departments, inauguration of She toilets, training programme for women in dress-making, and distribution of aids and identity cards for the differently abled will be some of the programmes to be held as part of the event.
 
“Nearly Rs.2.5 crore will be distributed to the people as benefits under different schemes during the Janasabha,” Dr. Muneer said.

A short course on how govt. works in district - The Hindu


The district administration on Saturday launched a special internship programme to familiarise youths and professionals with ground-level implementation of various government-funded programmes.
Minister for Panchayats and Social Justice M.K. Muneer inaugurated the project titled ‘District Collector’s Internship Programme’ (DCIP). Dr. Muneer also posted the details of the project on the official Facebook page of the Collector.
Introducing the project, District Collector N. Prasanth said the DCIP would be an unpaid initiative. Mr. Prasanth also said the project would make use of the support of professional firms in the sector. It will also facilitate the interaction of students who pursue various professional courses with the people at the grassroots. Indian Institute of Management-Kozhikode will be one of such firms in the project, he added.
Initially, two programmes — Senior Development Fellow and Junior Development Fellow — will be available for the select candidates. Training period for the full-time Senior Development Fellow will be for 12 months and candidates between the age of 21 and 35 will be considered for the programme. The term of full-time Junior Development Fellow is six months and candidates between the age of 18 to 35 will be considered for it. Short-term courses too will be offered for select candidates under the two streams.
Candidates who successfully complete the programme will be issued a certificate carrying the seal and signature of the District Collector. However, it will not be an official document to claim any type of government employment. For details, visit the special website dcip.komcoz.org.

Kozhikode Collector’s ‘wall’ teems with answers - The Hindu


District Collector N. Prasanth has requested netizens of the city to post on his official Facebook page pictures of those who urinate in public places so that action can be taken against them. In a satiric photo contest named ‘Trimoothri,’ the Collector promises prizes for those who capture the ‘best’ three photographs.

Mr. Prasanth’s move was prompted by long hours of toil local people had to put in, with the help of the Fire and Rescue Services, to clean the soiled mofussil bus stand premises in the city.
As part of conducting open discussions and getting people’s feedback on the civic issue, the Collector has posted his views and comments on the page, urging citizens to express their opinions. He says that open urination is unacceptable in a civilised society and criticises men particularly since they are the ‘culprits’ mostly.
The Collector has given prompt replies to those justifying the practice citing absence of comfort stations in public places. “Wonder how one can support the practice,” he says. Already, 43 persons have shared the Facebook post, which now has over 600 ‘likes.’ However, some strongly criticise the post, stating that people opt for open urination because they are forced to.

Mental hospital to get rehabilitation centre: The Hindu

KOZHIKODE: The Government Mental Hospital at Kuthiravattom here will soon have a rehabilitation centre inmates cured of their illness.
 
The decision was taken at a meeting chaired by Minister for Social Welfare M.K. Muneer at the centre on Sunday.
 
The hospital would be thoroughly renovated, sources said. A special committee had been constituted to prepare a report on the steps to be taken to improve the facilities at the hospital and raise it to international standards.
 
The District Collector; the District Medical Officer (DMO); the Managing Director of the Handicapped Welfare Corporation; the Superintendent of the hospital; the representatives of the Indian Medical Association (IMA), the National Institute of Technology, and the Karnataka Mental Health Association, the Engineer Consortium; architects; and mental health experts will be on the core committee. The committee will submit a report to the Minister in a month.
 
Another report will be prepared by an expert committee after visiting the National Institute of Mental Health and Neuro Sciences (NIMHANS) in Bengaluru and other major institutes of mental health.
The renovation activities will be undertaken as soon as the core committee submits the report.
The Minister visited the hospital wards and the garden being readied.

Join DCIP, be compassionate: Calicut New Media

A new venture has been launched  on Saturday  in Kozhikode.

The District Collector’s Internship Program (DCIP),the brain child of Kozhikode District Collector N.Prasanth is claimed to be a project for social well-being.

Dr.M.K.Muneer,Minister for Social Justice, while inaugurating the program at Collector’s Conference Hall in Kozhikode, said it is first of its kind in India.

He further said that each and every individual has an instinct for doing some social service.However, many can’t engage due to their busy schedules.

With this program ,professionals in various sectors can join and contribute their service and get recognized in their social life.

Dr. Muneer launched the logo of the DCIP.

The main objective of the project is to promote young minds,having some virtues like compassion and benign and bring them to the mainstream. By doing so,their service can be used for the upliftment of the poor and marginalized community.

The project is being implemented with the support of like-minded persons and individuals.

Collector N.Prasanth said ,”This program enables a person to complete a challenging and responsible task,successfully. It also equips the fellows to get  the experience of various stages of government functioning.Homes for destitute,old-age homes,palliative care centers,institutes for deferentially abled persons,mental health institutes,etc.will get priority in this project",said the collector.

There are two internships,planned for this program;Senior Development Fellow (SDF),and Junior Development Fellow (JDF).Professionals between the age group of 21 and 45 can become SDF while the age criteria for JDF is 18-35 years.

The selected interns can report to the collector,directly.District Collector will issue certificates to the fellows those who complete the internship,successfully.

The project ensures the youth’s creative involvement and contributions in governmental projects.Modern technology can be utilized for the benefit of downtrodden people. The DCIP, being supported by the Indian Institute of Management, Kozhikode, is a social service project and no remuneration or allowances will be provided for the fellows-District Collector N.Prasanth clarified.

Kozhikode buses to get unique numbering system

KOZHIKODE: People from all walks of life have favoured the introduction of a unique numbering system for city buses in the wake of increasing number of people arriving from other states to the city in search of jobs. According to the officials, more than fifty thousand migrant labourers are working in the corporation limit alone. They have been arriving mainly from the states of West Bengal, Gujarat, Bihar, Tamil Nadu, Karnataka, Jharkhand, and Uttaranchal and employed mainly in the construction sector, beauty parlours, hair saloons, hotels, restaurants and shops. The system will also be of help to aged persons who have been finding difficult to read the name boards of places fixed on the buses.
 
K Narayanan, former KSUDP project manager of the City corporation, said that unique numbering system in the city buses will be a great help for the aged people. "The system has been executed successfully in Kannur. It will be a great help for those who arriving for the first time in the city and hundreds of non-Keralites who are depending on the city bus services for travelling," he said.
 
Puthussery Viswanathan, secretary of Kozhikode Residents Apex Council said that the council had submitted a memorandum to RTO two years back to introduce unique numbering facility in city buses. "The memorandum was submitted on the basis of discussion held at one of the meetings of the apex council. The people from other states, who arrives in the city is always seen asking for bus numbers to board the buses as they can not read English and Malayalam nameplates," he said.
 
K Radhakrishnan, state secretary of Bus Operators Organisation, said that the buses operated by the ex-servicemen cooperative society which was stopped more than fifteen years back had unique numbering system for each route. "We will welcome the move in case the authorities implement it in the city buses. The system will be of great help to people from other state who are arriving in the city in search of jobs," he said.
 
Kozhikode Regional Transport Officer K Premanandan said that so far the department has not received any information from the higher ups for the introduction of unique numbering system. "The proposal was there in one of the schemes of the Regional Town Planning office. The proposal will be discussed at the time of its execution," he said.
 Meanwhile, Regional Town Planner KV Abdul Malik said that unique numbering system for buses is one of the components of the on-going study being conducted by the office to carry out the re-routing of the buses. "The unique numbering system was successfully introduced in the buses in Karnataka and Kannur. The study will examine the feasibility for the introduction of unique numbering system in the buses here. The proposal will be submitted to state government soon," he said.
